The Budget Deal for FY 11: Data from Senate press release focused on education department; these numbers do not include the 0.2% across the board cut.
Title I grants to school districts: The bill provides $14.5 billion for this grant program, the same amount as last year.
Striving Readers: The bill eliminates FY11 funding for this comprehensive literacy program, but does not rescind the FY10 funds. This means that the grant competition continues – it uses FY 10 funds.
Race to the Top: The final agreement provides $700 million for Race to the Top. The $700 million includes a new initiative for early childhood education. It is unclear if this is for the new district oriented Race to the Top (but I think it is). The bill also includes $150 million for Investing in Innovation.
Teacher Incentive Fund: The bill provides $400 million, the same amount as last year.
There will be a small set-aside for national programs to compete - this specifically includes the National Writing Project, Teacher for American, the National Board for Professional Teaching Standards. It may well include Reading Is Fundalmental (RIF), but I haven't seen it in writing. I will update this as I get confirmation.
