Is ESEA Reauthorization a done deal?

"For months now, the popular wisdom has been that the Elementary and Secondary Education Act (ESEA) would be reauthorized in 2011 (only three or so years late)," writes Patrick Riccards, one of the nation's leading education communications strategists. After this month's elections, is has been said that the only thing that Republicans and Democrats can agree on is education.
