Teaching English Learners to Read: Learning or Acquisition?

This chapter argues that attempts to teach English learners to read using programs that emphasize phonics and decoding skills will not succeed with the majority of students. The authors develop this argument by contrasting two views of second-language development, two views of reading, and two views of reading proficiency.
